In most countries it is legal to unlock a phone that is locked to a particular network provider, but the network providers don't want you doing it as they subsidize the cost of the phones.

Software unlocking solutions exist for many phones but that messes with the phones firmware and breaks the warranty.

Another option is this universal SIM unlock card: you just insert it in parallel with your SIM card and it unlocks the phone so you can use it on a different network.

The unlock card costs $23 and works with a wide range of phones including the iPhone.
